About the Planning Department
The Planning Department serves two primary functions. The first function of the Planning Department is research and analysis to assist the County Legislature, County Manager and other County departments. We produce reports on a variety of subjects, help other departments write grant proposals, administer grants, coordinate the County's Geographic Information Systems, and manage the New York State Agricultural districts program. We also assist the County Agriculture and Farmland Protection Board and the Environmental Management Council. Second we provide technical assistance to local municipalities in land use planning and regulation, economic development and environmental protection.
New Staff at the Steuben County Planning Department
The Steuben County Planning Department has two new staff members available to assist local governments and agencies.
Dan Kahabka is the County’s new Geographic Information Systems (GIS) Coordinator. Dan has been a GIS Technician for the County for 13 years, serving first in the 9-1-1 Department and then the Department of Public Works. Dan replaces Tom Sears who retired after 32 years of service. Congratulations, Tom!

Matt Sousa is the new Senior Planner in the Department. Originally from the Albany area, Matt most recently worked for a private firm in New Jersey helping local governments with various planning and land use projects. Matt also has experience with solar energy development having worked for NYSERDA (New York State Energy Research and Development Authority) and Sustainable CUNY (City University of New York). Matt even spent a semester studying renewable energy in Zanzibar, Tanzania. Matt is very excited to be living in the Finger Lakes!
